    Defines the operating model, establishes roles and responsibilities, approves decisions on licenses and migration strategies, and ensures alignment with the service assessment.

  • Cloud service provider

    Supports the public administration in evaluating technical and licensing options, and contributes to defining the migration strategy to implement an agreed-upon operating model.

How to proceed

Follow these steps to choose the cloud operating model.

  1. 1
    Define the working methods and team composition

    Together, the public administration and the provider establish how the teams involved in the migration will collaborate. Different organizational approaches can be adopted: an Agile approach, which allows for incremental objectives with frequent reviews; a DevOps model, which integrates application development and operational management; or a hybrid approach that combines new practices with established processes.

    Together, the public administration and the provider define clear roles across governance, development, security, and day-to-day cloud management.

    Manage licenses

    The provider analyzes existing licenses and checks whether they can be transferred or converted for the cloud environment. The Public Administration supervises this process and validates the choices from a governance perspective.

    The main types of licenses are: * subscription-based, with monthly or annual payments; * consumption-based, according to actual resource usage; * per-instance, based on each virtual machine or dedicated server; * BYOL (Bring Your Own License), a model that allows reusing previously purchased software licenses in the cloud if the contract and infrastructure permit.

    It is important to prioritize expiring licenses and plan the decommissioning of those that are no longer compatible.

    Define the migration strategy for each service

    The provider advises the public administration on the most suitable strategy for each application. Strategies can include:

    • re-host, moving the application without changes;
    • re-platform, upgrading the environment;
    • re-architect, redesigning the software;
    • re-purchase, acquiring SaaS (Software as a Service) solutions.

    The PA evaluates the strategy suggested by the provider based on the assessment results, license costs, transition timelines, and system dependencies. The PA also documents the decisions in an operational plan shared with the provider.
