In brief
Each application or data set can be migrated to the cloud in different ways.
In this phase, the most suitable strategy is assessed to move, upgrade, or replace systems based on objectives, technical constraints, and management costs.
The choice of migration scenario is a shared analysis and decision-making phase: it involves both IT managers and providers and is based on the data collected during the assessment phase.
Not all scenarios are always applicable. Complexity, the application or service lifecycle, and the administration’s level of cloud maturity must all be taken into account.

Evaluates and approves the most suitable migration scenario for applications and data. Coordinates priorities, resources, and compliance checks.

Cloud service provider
Supports the technical evaluation of migration scenarios and carries out the operational migration activities to ensure service security and continuity.
How to proceed
Scenarios do not represent a sequence of steps, but rather migration alternatives that can be adopted individually or combined, depending on the complexity of the application and the project’s objectives.
- Assess migration through virtualization
The Public Administration checks which applications can be migrated to the cloud while retaining the current environment.
The provider analyzes technical feasibility, outlines how to replicate these environments, and estimates timelines and impact on service continuity.
- Assess container-based migration
The Public Administration identifies applications that require greater flexibility or scalability.
The provider proposes container-based solutions and orchestration systems, evaluating the advantages and limitations compared to traditional virtualization.
- Redesign applications when necessary
The Public Administration identifies applications that, due to technical or strategic constraints, cannot be simply moved to the cloud and require architectural changes.
The provider proposes the necessary interventions, such as simplifying dependencies, updating obsolete components, or increasing modular separation, to make the applications more stable, maintainable, and suitable for the cloud environment.

Together, the Public Administration and the provider analyze data-related constraints: volumes, criticality, and service continuity. The provider proposes the most suitable migration scenario and defines the operational plan.
