In this phase, the improvement cycle initiated with the migration continues: public administrations, supported by providers, can update outdated components or processes, modernize applications, and introduce new technologies such as automation and artificial intelligence. All these activities make services more efficient, resilient, and sustainable.
Roles and responsibilities

Public Administration
Defines improvement objectives, identifies priorities, and determines where to introduce automation, process review, or modernization of tools.

Cloud service provider
Proposes and implements technical interventions, supports the analysis of existing architectures, and deploys innovative solutions that meet the PA’s requirements.
How to proceed
These steps outline the main actions for optimizing already migrated services and supporting their ongoing evolution.
- Assess the level of digitization of services
The PA assesses which services are already digital, which still involve manual steps, and which have been migrated using minimal approaches such as lift and shift, meaning without substantial changes. This analysis helps identify improvement priorities.
- Reduce technical debt
The PA and the provider analyze elements that limit service evolution, such as outdated components, inefficient processes, unnecessary dependencies, or architectures that do not take full advantage of the cloud. The goal is to remove technical constraints that prevent the service from operating stably and evolving in the cloud.
- Improve already migrated services
For services already operational in the cloud, the PA and the provider define how to enhance their stability, security, and efficiency. Interventions may involve how they are configured, organized, or managed in the new environment, ensuring smoother and more sustainable operation over time.
- Integrate new technologies
For services that operate stably and have reached a high level of digital maturity, the PA and the provider assess whether new technologies such as automation, artificial intelligence, or advanced data analytics can enhance the user experience or make internal processes more efficient.
